Can an employee pay long term care premiums with tax free dollars in their employer's HRA plan?

Can an employee pay long term care premiums with tax free dollars in their employers Section 105 medical reimbursement HRA plan? Long term care premiums cannot be reimbursed by Section 125 flexible spending accounts. I have heard HRA plans can expressly include long term care premiums in the plan's specified medical expenses.
