Can I get reimbursed the $130 i paid to install a new phone jack from my landlord?

I recently installed internet service with at&t the problem was that when I began the installation, nothing happened, after I called att, they decided to send someone out to help, when they arrived they told me the phone jacks were not working, after they explained that it would cost me $55 just for their arrival, I allowed them to fix it for an extra $75. So the total came out to 130 and I was wondering, in the state of california, which is were I reside, can I get reimbursed for the $130? I would just like to add that I was a bit reluctant to call my landlord when I found out because the apartment already has many problems, most of the power outlets don't work, the windows don't have screens and the kitchen floor is tearing away, I did report those problems when I had recently moved in, its been a year now and only recently when the city inspector came to look at the conditions of the apartment, did the landlord decide to fix a few of the problems, such as the mold, the wall that was falling apart. Oh and I also had a bad experience when the old hose that connects the gas line to the stove, ruptured, if I had not noticed the small flame spewing from the hose, I probably wouldn't be writing this right now. I kept the old phone jack, just for proof, incase its ever needed, the date on the inside said 9 2001 and on the other panel, was a 6 96, I'm guessing that was the month and year they were replaced. Could I use that against them?
