GI bill help... PLEASE fellow military personnel!?

ok, So I need a little help, a little info, guidance if u will. My fiance served in the army for 5 years (and still is). He will be going to college in august. He went to a VA person in his county, this guy didn't help him at all, he helps with Vietnam vets, but doesn't have anything to do with the new stuff, n younger people. So how does he get started with the GI bill? Montgomery or post 9-11, hazelwood act? how does any of this work? Does he have to sign up and pay for classes up front then get reimbursed? Please, anyone who's went through this train wreck, HELP ;) Thanks
