Can I file a personal injury claim with my homeowners insurance if I'm not being sued?

Two dogs I was dog-sitting got into a fight. One of them had to be put down. The insurance said I might be able to file a personal liability claim to get reimbursed for the $3000 worth of vet bills. I was wondering if I can just file a claim or if I have to get sued before I can file a personal liability claim?
