What can a personal representative do with the money in an estate?

My dad died about 8 mos ago and we elected our older brother to be the personal rep b/c it was cheaper. Dad's will still stated everything would be divided 3 ways among me and my brothers but yet my older brother, the personal rep, is getting more money for dealing with the estate: gas money for the trips to the lawyer, time to deal with the estate, etc. He also gave money to my uncle out of the estate claiming that Dad owed my uncle money, which there was no record of. Is this all legal? We didn't get reimbursed for our trips to the lawyer to sign this over, trips to my Dad's house to clean it out, etc... Please help...
